MATTHEW BELCHER

GENERAL OVERVIEW

Matt Belcher is an experienced and nationally-recognized consultant on the subject of green building. He has been actively involved in the St. Louis area residential construction industry for nearly three decades, including six years as a top building codes official in the St. Louis region. He founded Belcher Homes in 1993, specializing in building Sustainable “green” homes and light commercial construction and Low-Impact Development. He is committed to the “whole building” design approach, the philosophy that every decision should be made in the context of what else it may affect in the construction and ecosystem. Mr. Belcher serves on NAHBs Green Building and Energy sub-committees and the Board of Directors of The Green Building Initiative. Mr. Belcher was elected President of the Home Builders Association of St. Louis and Eastern Missouri for 2007 after serving on its Building Codes committee for fourteen years, seven as Chairman. Mr. Belcher was instrumental in helping to organize the St. Louis HBA’s green building effort and has served as its chair for the past three years. Mr. Belcher has also lent his expertise to lobby for green building legislation, advising on managing legal risks associated with green building, assisting other HBA’s in developing green building programs, and promoting building practices shown to create homes that are safer, cleaner, more energy-efficient and better for the environment.

EXPERIENCE

30 Years experience in the residential and commercial construction fields.

15 years as President of Belcher Homes a residential and light commercial green building and development Firm.

14 years as a member of the Home Builders Association of St. Louis and Eastern MO Codes Committee. (7 years as Chairman)

Certified Level II Nuclear Quality Inspector (ANSI N45.2.6) including construction, start up testing, refueling and outage inspections.

Building Official, St. Louis County Government. Certifications in commercial and residential structural, mechanical, elevator codes.

Administered the revision and enforcement of Explosives and Blasting Ordinances including passing certification tests in explosives and rock mechanics.

Administered the revision and enforcement of Amusement rides (fixed and portable) Passed certification tests for Amusement ride inspections.

GREEN CONSTRUCTION EXPERTISE

Mr. Belcher has extensive knowledge about Green Building program development and Green construction. Mr. Belcher currently serves on NAHB’s Green Building and Energy Sub Committees and participates in the development, review and revision of the NAHB Green Building Guidelines. Mr. Belcher has built under the auspices of the NAHB Guidelines and USGBC’s LEED for Homes Pilot program. Mr. Belcher Has served as Chairman of the HBA of St. Louis and Eastern MO’s Green Building program since its inception. Currently as an in-demand speaker, Mr. Belcher travels around the country educating and advising other HBAs and professional organizations interested in developing Green Building Programs.

COMMUNITY SERVICE

Mr. Belcher is Immediate Past President of the Executive Committee of the Board of Directors for the Rockwood Schools Foundation (a 501 c.3 corporation) after serving for 3 years as President.

Mr. Belcher is Currently President of the Missouri Pony of the Americas Club, Inc. (a 501.c.3 Corporation) Which is a Breed dedicated to youth.
