GENERAL OVERVIEW

Mr. Wilkinson is a founder and partner of Quartermaine Consulting Group, LLC, an organization which provides construction claims, dispute resolution and avoidance services to the engineering, construction and surety industries.

Prior to forming his Firm, Mr. Wilkinson had thirty (35) years of experience in the engineering and construction industry. A Construction Manager and Expert, he has served in senior executive and officer positions of a major NYC construction company and of international engineering and construction management firms.

Mr. Wilkinson has served as Vice President, Project Director or Deputy Project Director of construction management on over $10.5 Billion of construction. He has personally managed four (4) individual $1Billion+ projects in an executive capacity both in the United States and in Asia. Mr. Wilkinson has served as Secretary of the Governing Board and principal liaison between a consortium of engineering firms and USAID-Washington for a design and construction project in the mid-east.
Mr. Wilkinson has managed all executive construction management matters on these projects, including construction claims, design claims, owner controlled insurance programs, alternative dispute resolution, cost recovery, procurement, contract negotiation and administration, inter-governmental relations and agreements, conflicts of interest, ethics, regulatory oversight, permitting, labor, employment, building issues, M/WBE regulations and compliance, litigation, civil investigations, and legislation.

CONSTRUCTION MANAGEMENT EXPERIENCE

MEGA PROJECTS: OVER $1BILLION+

Newtown Creek Water Pollution Control Plant, Brooklyn, NY, New York City DEP.
Deputy Project Director of CM for Interim Plant Upgrading and Stabilization, Contracts 30, 31, 32, 35, 36, 40 and 41F. Responsible for all aspects of CM services including Claim Resolution satisfaction of this $3.6 Billion construction cost contract. Oversee and coordinate all resident engineering, inspection and administration efforts. Direct the development and preparation of engineering estimates for capital program budgeting, along with CPM Scheduling, construction change order estimation, preparation, negotiations and claim resolution for this contract.

Second Bangkok International Airport (Suvanabhumi Airport), Bangkok, Thailand.
Vice President participating in construction phase services for the winning design team, the MJTA group. MJTA is comprised of Murphy Jahn Architecture, TAMS consultant (US) and ACT Engineering consultant (Thailand). The construction cost of the project is $3.5 Billion. Responsible for all aspects of CM services including Claim Resolution satisfaction.
The terminal area is 6,000,000 square feet (500,000 sqm) of floor space. This is the world's largest single terminal complex, and was the largest construction project in Asia at the time of construction. The terminal roof trellises are also the largest of its kind in the world.
The terminal capacity is 45-50 million passengers a year with the ability to handle 76 flights per hour. The airport will be expanded to its ultimate capacity by 2010 to handle 112 flights per hour and accommodating 100 million passengers each year.
The terminal has the ability to handle 1.46 million tons of cargo per year handling 51 aircraft stands and 24 remote parking bays for wide-bodied aircraft.

International Arrivals Terminal Redevelopment, JFK International Airport, Jamaica, NY. JFK International Air Terminal LLC.
Vice President in Charge of Construction Phase Services of the Project. Provided Project Management oversight to TAMS staff during Construction Phase Services for the new International Arrivals Terminal (IAT), including all landside and airside elements. Responsible for all aspects of CM services including Claim Resolution satisfaction. The new $1.2-billion, privatized facility consists of a four-level, 1.5-million-square-foot terminal; sixteen aircraft contact gates and ten hardstands. A light rail system (AirTrain) station was incorporated within the envelope of the new terminal. A key element of TAMS work involved the development of a detailed construction-staging plan to allow the continuous operation of the existing IAT, while constructing the new IAT on the same site, with an overlapping terminal footprint.

Continental Airlines, Global Gateway Terminal C3, Newark International Airport, Newark, NJ.
Vice President in Charge for Construction Phase Services of the Project. TAMS, in a joint venture with Skidmore Owings Merrill (SOM) known as SOM/TAMS, provided fast-track design services to Continental Airlines for their $1-billion expansion and redevelopment program for Terminal C. Responsible for all aspects of CM services including Claim Resolution satisfaction. The scope of work includes expansion of the approach roadway system, expansion of airfield taxiways and aircraft parking systems, a new concourse capable of accommodating 12 widebody aircraft at one time, new baggage handling system and facilities, INS facilities, and complete renovation of the existing terminal. Relevant experience includes: airport program management, A/E design coordination, government and management agency coordination, along with multifaceted phasing and scheduling which supported overbuilding existing Terminal C operations in the midst of concurrent passenger activity.

WASTEWATER TREATMENT AND PLANT UPGRADES:

Bowery Bay Water Pollution Control Plant, Queens, NY, New York City DEP.
Project Director of CM for Interim Upgrading-Phase 1, Contract 57. Responsible for all aspects of CM services of this $278 Million construction cost contract. Oversee and coordinate all resident engineering, inspection and administration efforts. . Direct the development and preparation of engineering estimates for capital program budgeting, along with CPM Scheduling, construction change order estimation, preparation, negotiations and claim resolution for this contract.

Wards Island WPCP Interim Plant Upgrade, Wards Island, NY, New York City DEP.
Deputy Project Director of CM for Interim Plant Upgrading and Stabilization, Phase 2, 3 and 4, Contract(s) 74, 78 and 79. Work encompasses coordinating and supervising all aspects of CM services, including oversight of resident engineering, inspection and administration staff of this $313 Million construction cost project. . Direct the development and preparation of engineering estimates for capital program budgeting, along with CPM Scheduling, construction change order estimation, preparation, negotiations and claim resolution for this contract.

Paerdegat Basin Water Quality Facilities, Brooklyn, NY, New York City DEP.
Deputy Project Director of CM for Foundations and Structures and construction of CSO Facilities, Phase II and III, Contract(s) CSO 4-B and CSO-5. Work includes managing all aspects of CM services, including oversight of resident engineering, inspection and administration staff of this $309 Million construction cost project. . Direct the development and preparation of engineering estimates for capital program budgeting, along with CPM Scheduling, construction change order estimation, preparation, negotiations and claim resolution for this contract.

Rehabilitation and Expansion of Bay Park Wastewater Treatment Plant, East Rockaway, NY, Nassau County DPW.
Senior Representative/Manager of Resident Engineers. Directed and supervised a staff of 43 professionals consisting of engineers, technical specialists, and clerical personnel. Directed overall construction supervision effort for $400 million, upgrade of 70-MGD secondary treatment WTP. Work included rehabilitated and new preliminary treatment, primary treatment, secondary treatment and sludge dewatering facilities. In addition, a 3600-KW engine generator facility and central boiler plant were included in the project. Managed multiple on-going construction contracts. Responsible for all aspects of construction supervision including payments, budget control, schedule, profitability, claim settlement and negotiation, contract time extensions, and litigation support.

Red Hook Water Pollution Control Plant, Brooklyn, NY, New York City DEP.
Construction Coordinator/Deputy Project Director. Supervised the management and administration of shop drawing review, testing of process equipment, and resolution of contractor conflicts and claims for this new 60-MGD, $150-million project.

Expansion and Rehabilitation of the Canal Cities Water and Wastewater Facilities, Port Said, Ismailia, and Suez Egypt, Arab Republic of Egypt.
Senior Layout Designer, Home Office Coordinator, and Secretary of the Governing Board. Principal Liaison with USAID Washington for this project. Directed Egyptian survey parties in mapping and site surveys. Participated in the facility planning, preliminary and detailed designs and construction supervision for both water treatment and distribution, and wastewater collection and treatment facilities of this $280-million project.

Expansion and Rehabilitation of Water Supply and Wastewater Facilities for the City of Taiz, Yemen Arab Republic.
Layout Designer. Participated in the design and construction supervision of both water treatment-distribution and wastewater collection and treatment facilities of this $117-million project.

Little River Dam, Raleigh, NC, USACOE.
Layout Designer. Participated in the preliminary submittal to USACOE and the final design of this $60-million earthen dam and reservoir project.

AVIATION PROJECTS:

North Cargo Ramp Expansion, Stewart International Airport, New Windsor, NY.
Vice President in Charge. Responsible for the oversight and management of planning and design of a new 390,000 sq. ft. concrete apron for National Express Corporation/SWF Airport Acquisition, Inc. Scope includes preparation of final contract documents consisting of plans, contract “front-end” documents, technical specifications and construction cost estimates. Project includes ramp drainage system including a new oil-water separator and glycol collection system and the ramp pavement structure along with design of a site preparation contract where over 300,000 cu. yd. of earthwork was removed from the site of the new ramp.

Ben Gurion Airport Landside Terminal, Israel. Israel Airport Authority.
Vice President in Charge for construction services. Tams as a Sub Consultant to Skidmore Owings and Merrill, performed design and construction services related to plumbing and fire protection systems of a new 80,000-square-meter terminal building for the Israel Airport Authority.

United Airlines Air Cargo Ground Support Equipment/Flight OPS Complex, JFK International Airport, Jamaica, NY.
Vice President in Charge for Construction Phase Services of the Project. Tams as a Sub Consultant to Miller-Cook Associates provided mechanical systems design on a fast-track basis for this project. Facilities include a 90,000-square-foot air cargo building, consisting of a warehouse, cargo handling area and mezzanine (support) level for office space, and a 61,000-square-foot multipurpose building, consisting of a flight OPS complex, administration facilities, medical office, ground support equipment facility and stores.

American Airlines Terminal Redevelopment, JFK International Airport, Jamaica, NY.
Sr. Project Controls Manager. TAMS was the Prime Consultant for alternative analysis and Design Development of a new, comprehensive $1.2-billion expansion and redevelopment of the American Airlines terminal complex at JFK International Airport, including all terminal facility, landside and airside elements. The redeveloped facility will have a floor area of approximately 2.0 million square feet and will accommodate 54 contact gates. The design was fully integrated with a light rail system (AirTrain), which will be constructed concurrently with the new terminal. Staging/phasing plans were prepared during Design Development in conjunction with an involved schedule that allowed for overbuilding the existing Terminals 8 and 9, in the midst of concurrent passenger activity.

CONTRACTING, SCHEDULE AND CLAIMS MANAGEMENT:

Director, CPM Division for F&V Metro Contracting Corp. Served as one of five Directors of the Firm. Managed a staff of Project Managers, scheduling engineers, and other technical personnel to fulfill the contractual scheduling and other project management obligations of the Firm on 14 ongoing public works rail transportation projects. Approved as a Scheduler by NYCT. These projects served NYCT, NYCDOS, NYCDOT, NYCDEP, or the Port Authority of NY and NJ. Performed contract negotiations and closeout functions on an additional 14 projects. Author of the Monthly Executive Report summarizing and reporting on 28 projects having an aggregate construction value of $346 million. Responsible for all aspects of claims supervision including payments, budget control, schedule, profitability, claim settlement and negotiation, contract time extensions, and litigation support.

INTERNATIONAL DISPUTE RESOLUTION

Mediated, negotiated and resolved construction claims arising on the Projects of Expansion and Rehabilitation of the Canal Cities Water and Wastewater Facilities, Port Said, Ismailia, and Suez Egypt, Arab Republic of Egypt and the Expansion and Rehabilitation of Water Supply and Wastewater Facilities for the City of Taiz, Yemen Arab Republic.

Representative issues include delay claims, changed conditions, acceleration, surety law, design standards, specification drafting and contract drawing irregularities, geotechnical and subsurface issues and liquidated damages.

A member of the Chartered Institute of Arbitrators, London, England; Mr. Wilkinson is trained to conduct mediation, arbitration and other forms of dispute resolution in an international venue in any location around the world.
