Bill has extensive
experience in negotiating and administering engineering and construction
contracts as well as in cost estimating and control. He has worked on projects
located throughout the U.S. and in Europe, Asia, South America, Canada,
Australia and India. Projects included major process facilities, laboratories,
industrial manufacturing facilities and commercial, residential and specialty
projects, including church additions and renovations and construction of a new
middle school and a new golf clubhouse.
Bill spent the first segment of his career with Exxon in a progression of positions in project management, including an assignment in London managing technical and project management specialists serving Exxon’s European affiliates. He conducted surveys of construction related economic conditions in the U.S., Europe and Asia and was instrumental in the development of Exxon’s industry-leading project estimating and project control systems. He headed Exxon’s Cost and Schedule Engineering Division and Contracting Division.
With FMC, Bill was Director of Engineering and Construction, responsible for managing FMC’s capital projects (approximately $250 million annually), environmental remediation projects and for providing technical services and engineering stewardship for FMC facilities worldwide. He introduced highly successful capital cost estimating methods, cost and schedule project controls and implemented innovative incentive contracting approaches. Bill brought modern project management techniques such as constructability and worker safety and motivation to bear on FMC’s capital projects.
Since starting his own firm he has been an Owner’s Representative managing architects and contractors, served as an expert witness representing both owners and contractors, written and taught training courses and has consulted with contractors on strategic organizational issues.
Bill has been a member and Vice Chair of the Site Plan Review Advisory Board of the Regional Planning Board of Princeton (RPBP) and is currently Vice Chair of the RPBP.
Bill has been a member of and has led major industry construction associations. He has been a member and was elected Chairman of the Business Roundtable Construction Committee, the Engineering and Construction Contracting Division of the American Institute of Chemical Engineers and the Construction Industry Workforce Foundation. He is a member of the Design-Build Institute of America (DBIA) and was the first owner representative elected to the board, which formerly had included only architects and contractors.
He was a charter appointee as a Designated Design-Build Professional. He is co-author of Process Industries Best Practices for DBIA’s Manual of Practice and for DBIA’s Designation Test Preparation Course. He is also an instructor for DBIA courses - Fundamentals of Project Delivery, Principles of Design-Build Project Delivery and Designation Test Preparation.
Bill received a 5 year professional engineering degree in Mechanical Engineering (BME) from Cornell University. He also completed continuing education courses at the Cornell Graduate School of Business Administration and the Graduate Management Program at Newark College of Engineering.
As part of an ongoing education program, Bill has attended national and regional engineering and construction conferences sponsored by The Business Roundtable, The Construction Industry Institute, The Engineering and Construction Contracting Division of AIChE and The Design Build Institute of America.
Additionally, he has attended many industry sponsored courses ranging from a series of Process Engineering for non-Chemical Engineers to a three day course in leadership at the Center for Creative Leadership.
Bill has completed the required study and course work to become a certified Planning Official in the State of New Jersey.
